Ghana, and/or land banks

Interesting, ...in the US we don't really believe all the stuff about
gov't intervention. that is, we understand local government helping a
bit, but our national gov't pretty much stays out of real estate

(don't flame me for ignoring the mortgage interest tax
deduction...this is about commercial)
